The Commonwealth Partnership for Economic Opportunity (CPEO) is a joint effort of the Commonwealth Corporation and the Commonwealth Workforce Coalition/CEDAC (CWC). The project works to address Massachusetts’ critical need to build the capacity of a range of community and faith-based organizations to coordinate workforce development programs and resources for support services. The goal is to provide low-income adults and youth who are not engaged in school or work with the tools and resources they need to be able to compete for jobs in a knowledge-based economy.
A component of this project is to provide 12-15 hours of free individualized technical assistance to 12-15 community and faith-based organizations located in target communities who provide workforce and employment services to community residents. Consultants with expertise in workforce and employment service delivery will be matched to organizations based on a completed needs assessment and interview. The consultants will be available to assist selected organizations between January 24, 2011 and April 30, 2011. Completed application packages are due by Friday, December 10, 2010.

Submission Requirements
Please electronically submit one (1) copy of the following items:
- Organizational Needs Assessment Tool, Appendix A, completed
- Workforce Development Program Technical Assistance Application
- Your agency’s total, board-approved operating budget for the current fiscal year (in your own format). Please show (on the budget or an additional page) revenue amounts awarded, requested, and amounts planned to request.
- A current roster of your Board of Directors (or Advisory Committee, Membership, etc.)
- Please attach one of these if available (documentation of tax-exempt status is not required):
- IRS letter confirming 501(c)3 status
- Copy of agreement with a 501(c)(3) fiscal agent and copy of its IRS letter
- State tax exempt certification or State Articles of Incorporation as a non-profit.

Group and customized technical assistance is funded by the Strengthening Communities Fund and will be offered at no cost to participants. Organizations are eligible to participate without regard to the secular or faith-based nature of their organization. If an organization is faith-based, it must take steps to separate, in time or location, the inherently religious activities, from the programs or services whose capacity will be built through the technical assistance activities provided through this grant.
